I would create an hybrid with an allosaurus base, stegosaurus spikes on the tail, with octopus tentacles on its mouth. The arms of a theriznosaurus, and teeth and bite force of the T. rex. It would have a long neck like a gallimimus

Pluresstratisaurus (Several layers lizard, if Google Translate is correct) Caesar, or P. Caesar, is the hybrid I made on my last comment. Specimen 2, the successful one, dubbed "Julius" currently resides in a large water exhibit.
Height: 6 meters (bipedal 'dino' stance) 5 meters (quad)
Length: 23 meters
a facultative biped.
The main bases are Inostrancevia and Dunkleosteus, and it has two sets of horns, two from Albertosaurus, and two from Carnotaurus. It has axolotl-like gills on its head too. On its nose it has pits like a snake, the jaw can unhinge, and it has a snake's tongue and glottis (due to being part ball python). A thick, semi-flat Postosuchus and Mosasaurus mixed tail with scutes and a fin underneath like an axolotl's tail. Armored face like Dunk but shaped like a gorgonopsid's. Arms able to be used as fins but work as arms or front legs when not swimming. Dakotaraptor's claw on both back legs. Medium-length (almost stubby) strong legs that are surprisingly fast. A mix of A LOT of different kinds of teeth.
